Introduction:
The Higher Education Commission (HEC) in collaboration with the United Nation Development Program (UNDP) has launched a one year indigenous M. Phil Fellowship on Federalism.
Applications are invited from outstanding Pakistani/AJK nationals for the award of one-year scholarship for those students who are already enrolled in M. Phil studies in the field of Social Sciences and will undertake research on the topics of (i) Federalism & Inter-Governmental Relations in Pakistan, (ii) 18th Constitutional Amendment, (iii) Fiscal Federalism and (iv) Decentralization & Local Govt. in Pakistan in Pakistani HEC recognized Universities/Degree Awarding Institutes.
The scholarship is being offered by HEC, and UNDP???s Strengthening Participatory Federalism and Decentralization Project for the academic year 2013-14 under the project titled HEC-UNDP Fellowship on Federalism.
ELIGIBILITY CRITERIA
a) Applicants studying in the final year of M. Phil in Public sector universities only are eligible to apply.
b) Scholarship for only one year will be granted.
c) Pakistani/AJK National.
d) Candidate having 3rd division or Grade D in degree/certificate during their entire academic career will not be eligible.
e) Maximum age on the closing date of application i.e. November 24th, 2013
I) 40 years for full time regular faculty members of public sector university/DAIs and employees of the public sector/R & D organizations.
II) 35 years for all others.
f) The candidates who are already availing any other HEC scholarship are NOT eligible to apply.
g) Candidates who have valid GAT-General tests conducted by the National Testing Service (NTS) and obtained minimum 50 (Accumulative Score) to become eligible to apply for scholarships.
HOW TO APPLY
Documents Required along with application
a) Photocopies of all educational testimonials attested by a Gazetted officer.
b) Attested photocopy of CNIC.
c) Three Passport size latest Photographs.
d) Attested Copy of Valid GAT (General) score card.
e) In-Service (only for Government employees) candidates need to apply through proper channel with assurance from their employer that if scholarship will be awarded, they will be released immediately and after completion of the studies, they will serve the country.
f) Original deposit slip of Rs.300/-(non-refundable) as application processing fee in favor of Director General Finance, HEC can be deposited through any bank in Account Number 1742-79001334-01 Habib Bank Limited.
NOTE: LAST DATE FOR RECEIPT OF APPLICATION IS NOVEMBER 24TH, 2013. BY HAND APPLICATIONS WILL NOT BE ENTERTAINED.

IMPORTANT NOTE
GAT General is required for all applicants in any case.
Twelve Scholarships will be awarded in the disciplines only as per following quota:
Punjab 2
Sindh 2
Khyber Pakhtunkhwa 2
Balochistan 2
Gilgit-Baltistan 2
AJK 1
Federal Capital 1
Those who will be selected should be full-time M. Phil students to avail the scholarship. Selected employed candidates have to arrange study leave for the full duration of their study program.
Female participation will be encouraged.
Students will be entitled for HEC scholarship to study in those departments of Universities/Degree Awarding Institutes who have adopted HEC ???Quality Assurance Criteria to run MPhil program???.
HEC reserves the right to postpone or cancel the scholarship process at any stage without assigning any reason.
Incomplete or applications received after due date will not be entertained.
